A remnant, chosen by grace
Romans 11:1-10
"His people" here clearly refers to Israel.
In v2, we see "his people whom he foreknew", and in v5, he says that "there is a remnant, chosen by grace". This remnant is a remnant of Jews chosen to be Christians, and therefore "God has not rejected his people" (Paul is evidence of that himself). For Jews are foremost amongst the chosen.
This is made clear in v7, where "the elect obtained it". One of the hard things to hear in this section of scripture is "but the rest were hardened" (cf: Romans 9:18).
This idea of "hardening" is elaborated as Paul quotes scripture in v8-10.
