Genesis 1:21 ASV

I was wondering why the "great whales" were being mentioned separately in this verse. It mentions every living creature that moves, and every winged fowl. In a subsequent verse (26) it talks about fish of the sea, fowl of the air and the cattle. It seems that the "whales" are symbolic of the ocean, it vastness, it is enormity, almost an acknowledgement that this is the biggest animal and a mammal (not a fish) alive.
