Who is the audience?

It seems to me that the direct audience here would be Jewish Christians scattered throughout Asia. Peter was known as the apostle to the Jews, as Paul was the apostle to the Gentiles. Also the term "elect" or "chosen people" was first used of the Jews. However some verses such as 1:14 make me think that it was directed more to Gentile believers. Hmm...
