I think what Paul is saying here is that the Gentiles, contrary to their Jewish counterparts, are not less-righteous. Despite the fact that they were not tutored by the law as the Jews were, when they accept Christ, inner transformation results. Conversely, just because the Jews know the law doesn't mean that they are committed to God. It all comes down to the heart and resulting actions.
