This is a clear imperative to all Christians to preach the Gospel to everyone. And Paul recognizes that not all to whom we preach will believe. (Or "obey," as Paul says. Note Paul's emphasis is not seeker-sensitive whatsoever. The lost are to obey the call of the Gospel.) But there will be those who believe - but only by the preached word.
