Romans 2:13 CEV
In the CEV it says that God accepts those who obey his Law, but not those who simply hear it. The people who don't know about God's law are punished for the things that they do wrong regardless of their lack of knowledge of the law, b/c their conscience "is like a law written in the human heart "(v. 15) so they should have known what was right and wrong. The law judges those who know what it says, but knowing what it says is not enough. Obediences is. But this is different than salvation I think b/c salvation comes from believing in Jesus Christ as the only begotten son of God who lived a perfect sinless life and died to take the penalty of our sins so we wouldn't have to go to hell. I need to look in Revelation but I think even the saved are judged on their deeds in life, it is just that Jesus has taken our punishment for us, so since the punishment is paid, the result is we are allowed in heaven.
