I have read somewhere that this could be considered a curse upon Satan himself but in my opinion it would be strongly linked to the serpent in verse 14. If Satan isn't the serpent, it is one of his minions. Because of this involvement in the sin of Adam & Eve, there will be eternal rivalry/war between Christ and Satan.
