God does bring bad things sometimes
in this passage God basically says he is going to bring horrible things to the people if they don't obey him. I hear too many times, well God didn't cause that to happen he just allowed it to happen but right here he says
"I WILL....." not I will allow. I'm not saying they won't cause it to happen because they sinned but God did it, he didn't allow satan to do it, he did it.
