Genesis 11:5-6 NLT

I know that I shouldn't read to much theology into these few verses but . . . did God really have to "come down" to see what the people were up to? Like . . . He didn't know already? And it sounds as if He was caught by surprise?
So, there are just a number of verses, particularly in Genesis that kinda trouble me as a reformed guy.
