τετηρημένοις – perfect passive participle of τηρέω
τοῖς … κλητοῖς (article τοῖς goes with κλητοῖς rather than the two participles) = “to those who are called, beloved by [instrumental ἐν] God the Father and kept by/for* (?) Jesus Christ” (*odd use of dative; Moule, p. 47)
