Lev 13:3 - The priest is to examine
Over and over again in Leviticus we hear the phrase, "The priest is to examine it...." They were to examine, make a judgement concerning that which they examined, then make a distinction if what they examined was unclean. We read in Revelation 1 how God has made us a Kingdom of Priests, hence our responsibility to clearly examine all things and make proper judgements concerning them, much like the Priests did in the Old Testament.
It's very important that you see this in the Scripture - it happens all throughout - God's people making judgements and God requiring them to make proper judgements!
