The Lord is good?

there is so much I don't understand when I read the prophets. This whole chapter is about a man who has seen affliction. He has broken my bones it says. I don't know who He but I am assuming God, but then in verse it talks about how his mercy are not all gone. God is compassionate. How can he say that when all of this badness is happening? How can we praise God when he is correcting us.
