He knows our true intentions
If we sin deliberately, we may be able to fool our family and friends with a bogus apology (especially when we only apologize after getting caught). But our Father knows that our intentions are foul. Yes He wants us to ask forgiveness, but He also wants us to change our hearts so that we don't have to ask forgiveness for the same things over and over.
