The importance of experiencing God's presence

Here we see that a generation came up that did not experience God's working and His presence like the previous generation had. In the desert, Moses wouldn't move unless God went with the people of Israel. Now there is a generation that doesn't know what this even means. How did this happen? Were people simply taught the rules of following God but not introduced to Him in relationship?
