self preservation conflicts with Gods directive
God told them to multiply and fill the earth. But self preservation sets in, they wanted to huddle together in safety, while there's nothing in itself wrong with this, however it goes contrary to the will of God for them at this time.
The earth needed to be re populated and this won't happen without expansion by various people to other places to populate and establish a presence.
