There are different levels of relationships
Acquaintances-Friends (Know the difference!) E.g Jesus promoting the disciples from servants to friends.
What are the things that should determine who is your friend? Someone that can provide MUTUAL support. If there is a secret in your life that you cant tell AT LEAST one person, then that thing has the power to destroy you (that person you can tell is a friend). Jesus took 3 disciples to the mountain during the Transfiguration. Not everybody should be able to come that close to you. A friend should be able to 'cover' you in your times of need.
What contribution is this person adding to my life? if nothing, you gats ex the person!
