why exclude ppl from the temple?

It was not because God was being arbitrary. It is to illustrate the very real spiritual truth that no person with any form of spiritual impurity will enter the Kingdom of Heaven. See the Psalmist's answer to the question, "Who can ascend to the hill of the Lord?"
