EDIT: Pharoah choseto be hard-hearted. God gave Pharaoh time after time again to turn from his pride and vanity and submit to God, but he chose not to. So God used Pharaoh's disobedience, since Pharaoh was stone set on being hard-hearted, to show His glory. He (God) hardened the Pharaoh's heart to show Israel and Egypt how mighty He is.
