"it seemed good"

The early church sent a letter to all the Gentile believers about their decision regarding the circumcision controversy. What stands out for me here is that there is no absolute certainty here - "it seemed good" YET they acknowledge the role of the Holy Spirit in assisting them to reach this decision.
