Rebellious by conduct

When God speaks to us or promises us, and we go out to do something else or refuse to proceed on what God has said, the verse shows to us that we are acting in disobedience to God and that we are being rebellious.

Remember this was what the Israelites did when they said they couldn't possess the land that God had promised to them. Save Caleb and Joshua, the others said they shouldn't go because they would be destroyed by the sons of Anak.

Never doubt the Lord. He is able to give you and do WHATEVER He has promised you. You must believe Him and act in total obedience, lest He gets angry at your rebellion. It is well with you.
