It's worth noting that the jobs of these two men were pretty interrelated. The chief baker was responsible for baking the king's food, while among the cupbearer's duties was to taste test the king's food - both for safety and quality. So whatever grievance had occurred, it's reasonable to consider that the simultaneous imprisonment of the baker and cupbearer was due to a related offense.
