The Lord finished telling Moses His instructions for the Guilt Offering.
Not only must there be atonement, but there was to be restitution and a fine payment of 1/5.
The Lord takes Moses through the Offering again telling him what the regulations were to be for the priests or whoever was making the sacrifice.
For the Burt Offering, Grain Offering and Sin Offering the Lord specifically says it is what Aaron and his sons are to do.
