I looked up the definition of regret which basically had two meanings. To feel sorrow or remorse for an act, fault, or disappointment, or to think of with a sense of loss. The last part seems to be more fitting.
God knew what was going to happen even before He chose Saul to be King. He chose Him anyway for purposes that only God knows. He didn't make a mistake, nor does He wish he had never made it. But He still feels a sense of loss.
He grieves because Saul was fearfully and wonderfully made and has thrown away all the potential and promise that each of us have as His creation. He grieves over the consequences of his actions. He grieves along with Sampson.
Just because God knows what we are going to do, doesn't mean it doesn't hurt when we do it.
