context needed to be taken into account
everyone takes this out of context if they think this means women can't be in ministry. During the time Paul wrote this there was much debateon the legitimacy of women. Men thought they, in general, were essentially useless and wouldn't listen to them. Paul then said that women shouldn't be in ministry to stop the arguments from the people of the day. If he meant no woman could be in ministry, be could be contradicting himself when he commends different women who are in ministry. If you are still unsure about this, I recomend you read a book called 'why not women" by Lauren Cunningham
