Psalm 29 directly attacks Baal and lifts God up as superior to the idol. One of the central idols in the Ancient Near East was the idol of Baal. Said to be a god of fertility, Baal was in charge of bringing the rains that would soften the Mesopotamian soil and make the land suitable for growing a fertile crop. Psalm 29 says it is God who speaks over the waters, commanding them and controlling them. To “speak over” something in the Ancient Near East was to own it - to be superior to it.
