I have heard several people who do not believe in God use as their excuse this reason "why would I want to be believe in a God who is loving but sends people to hell for not believing in Him?" God makes it really clear in these verses as He explains it to Ezekiel. In verse 11 God says he take no pleasure in this punishment. And then in verse 17 He says that it's not his behavior that should be called into question, but the people who are doing the questioning.
