God will not flood the world but fire will come

God made His covenant not to destroy the world with water. However in 2 Peter 3:10-12, He will judge the world with fire. God is just and will not tolerate sin forever. Is the fire that God speaks about physical fire or Holy Spirit or both? Hmmm....
