Eyelids
"His eyelids test the sons of men." -- It appears that the word "eyelids" isn't found in every translation.
-HCSB says, "His eyes watch; He examines everyone".
-NLT says, " He watches everyone closely, examining every person on earth."
-The Message says, "...His eyes taking everything in, his eyelids unblinking, examining Adam's unruly brood inside and out, not missing a thing."

The bottom line? God is always watching, scrutinizing us -- but not watching over us in the sense that He is hoping that we fall/fail. The word "test" here is "test" as in the manner that metal is tried and tested by a smith -- to prove, or examine us.
