paul in these verses was exhorting the church in Rome. he was telling them to not fear death. The romans knew death because death was popular in their culture. Nero was the emporer at the time Paul was writing this letter. Nero hated christians and would kill them. So when Paul tells them that Christ conquered death he was telling something that they could use in their everyday lives
