Does not understand it...
It is interesting that the issue is that they do not understand, not that they have not listened or that they have rejected it. Verse 15 says that their hearts are callused which prevents then from seeing or hearing the message and that occurs because they have been give little but have not been good stewards of it so they now have nothing. When we reject even the smallest secrets of heaven our hearts are hardened making it impossible for us to understand the deeper secrets.
