"Always believes"
The NKJV (which I usually use) translates part of the passage here as "always believes." I looked up the NIV, and it says "always trusts." I don't know if there are any nuances in the original Greek that aren't coming through on these translations, but regardless I think it is evident that Paul was not talking about always believing or trusting PEOPLE. If this passage could be "fleshed out," I think it might say something like "always believes (or trusts) God in the midst of circumstances." This interpretation is borne out in some of the more interpretive translations out paraphrases, such add the NLT, which says "never loses faith," and the Message, which says "trusts God always."
