Stopping us from receiving

We often view this verse only in light of waiting for all of the favorable conditions before we give (sow). However there also seems to be an indication from the last part of this verse that if we are looking at the adverse circumstances (the clouds) that we also will not reap (or receive what it is that we are expecting.)
