It was the followers of Christ who were chosen....
We were not chosen before the dawn of time indavidually. The followers of Christ as a group were designated before the dawn of time. It is not acceptable to assume that God, before the dawn of time decided who would go to hell... even before Adam sinned. The "plan" that Paul is talking about in this chapter is that the larger group, the followers of Christ, were designated as the group that would be the people of God... both Jew and Gentile.
