Who was the one guiilty of greater sin?

Just a question that entered my mind upon reading vs 11. I have read over this passage countless times and for some reason this question struck me. In the previous sentence Jesus referenced God as the one who gave Pilate authority, but we certainly wouldn't suggest that Jesus was accusing God of sin. Then there are the Jews who brought Jesus from the palace of Ciaphas and handed him over to Pilate, but the reference is clearly singular and in translated "the one" or "he" who handed my over.... My best guess is that Jesus is referencing Judas, his betrayer...
Does this passage also then suggest that some sins are greater than others? Not incredibly devotional, but intriguing nonetheless.
