taking Scripture literally

This verse rubs me the wrong way when I'm told to believe that all Scripture is THE literal Word of God and the Word of God never changes. How does that theology line up with random verses like this? Do people still pay a 1/5 to Pharoah? Could it be that some texts were actually written to a specific people at a specific time ( wink wink )?
