Guilt Comes From Our Hearts
Paul continues to talk about how God deals with sin, and in particular zeros in on comparing God's judgment of those under the Law (Jews) and those not under it (Gentiles).
He says that God's Law - and by this he must mean the basic moral law of God - is written in all our hearts, whether we have the Law or not. That's why our conscience deals with us all the time. All over the world in every culture you'll find people struggling with how to deal with their guilt. From religious solutions to secular ones, everybody everywhere struggles with what to do with their guilt.
Later Paul will tell us exactly what God has done to take our guilt away. For now he wants everyone to know that it really doesn't matter if you are a Jew or a Gentile, you stand guilty before God because you have violated and continue to violate what you know is right.
