Maybe I can help with your reincarnation thought. in Ch 17 Jesus took Peter, James and John on a high mountain, Moses and Elijah appeared to the four of them. This is when God's voice was heard, the 3 freaked out,scared to death and fell on their faces. When they got up only Jesus was there. they were confused and were asking why the scribes said elijah must come first, well Jesus was trying to explain to them that Elijah had already come.

1 Jesus answered, “Elijah does come and get everything ready.12 I’m telling you, Elijah has already come but they didn’t know him when they saw him. They treated him like dirt, the same way they are about to treat the Son of Man.” Message bible

John the baptist was jesus' 2nd cousin (Luke ch1) but it would be hard think that John the Baptist was the reincarnation of Elijah if Elijah was just seen on the mountain with Moses, and John the Baptist was down the road baptising people. I'm unclear on the rules of reincarnation, but i don't think reincarnated people can be in 2 places at once. hope that helped
