It is not what we have to offer.
Phillip and Andrew focused on their lack of resources. "We don't have the money to buy enough bread" and "the fish and loaves is not enough". Jesus asked knowing what He would do and used the question to train His disciples to focus on the resources available to them through Christ. When we are led by God to do anything we must look beyond what we have available and see how God will provide to accomplish His leading.
