For God does not give the Spirit by measure.

For He whom God has sent speaks the words of God, for God does not give the Spirit by measure.

Jesus is "He whom God has sent." And what He has seen and heard, that He testifies... Truly He spoke the very words of God. But He makes a very specific point here in stating "for God does not give the Spirit by measure." When Jesus came to this earth He was full of the Holy Spirit. He was therefore able to speak the words of God (and do the works of God.)
How often we allow ourselves to live as if we were only measured out a small portion of the Holy Spirit. His divine power has given us everything we need for life and godliness through our knowledge of him who called us by his own glory and goodness. (2Pe 1:3)
