God's Sovereignty over Leaders, even Foreign ones
Who was it that stirred Cyrus' heart to rebuild the temple? It was God. Who was it that moved in the hearts of the people to go back to Jerusalem? God. God works in the hearts of those he chooses to do his will. We know from Romans that whatever is not of God's will is sin. Cyrus was performing the actions of God not by His own will, but by God's will. Cyrus was not a believer, yet did what God had called him to do. Let us be assured in that whatever we do, if we are doing it according to God's will, it's because God has enabled us. We should not fear global leaders. God is sovereign over all things.
