I Don't Understand

I don't understand this passage of scripture at all! I can hardly believe that God would want a man to kill his only daughter. I mean, doesn't one of the ten commandments say, "thou shall not murder"? I understand keeping promises to God; God always keeps his promises to us. Why would Jephthah even make that promise knowing that his only daughter lives in his tent? This is confusing to me. The passage makes me so sad.

Is this a faith issue? And if so, why wasn't Jephthah's daughter delivered from this horrible circumstance as Isaac was delivered when Abraham was told to sacrifice him?
