"34 As the Lord commanded Moses, so Aaron placed it before the testimony to be kept."

Since the commandments and the Ark are not yet in the picture, I'm supposing that Aaron kept the Manna until they were then put them in the Ark. And I am supposing that since this was written after the events, it is intending to show an action that happens in the future.
