Is it God's choice or should we be blamed for our sins?

These verses are quite confusing to me. Verses 11, 12, 15, 16 tell us everything is based on God's choices, not what we do. To answer the question in verse 19, the argument (verse 20/21) is we don't have the right to even ask God this question. But the question still remains: if potter makes a piece of clay a very bad product (out of no reason), should he realy blame the clay for being so bad?
