God commands us to pray for everyone, especially leaders (v.2), so that as believers we may experience rest from persecution (religious, intellectual, moral, physical, etc.) with the idea that by experiencing such rest, God can use us to proclaim salvation and truth to those who are perishing from lack of it (v.4).
