Law is grace.
John is saying that Jesus brought grace on top of grace already given. He says this because the law came through Moses as a grace given to God's people. Jesus gave grace and truth in addition to or on top of the law of Moses. This is reflected in the knots and tasslels, called "tsisits" of the Jewish prayer shawl. The knots represent the freedom of being bound up in God's will or law, so that then a person can live in the manner they were meant. Jesus fulfills the intention of the law by bringing grace and truth to the lives of those who receive him. Grace is not freedom from law. Grace is the power to live in God's truth which the law represents.
