When Matthew says "fulfilled", he doesn't mean fulfilled in the sense of a cut-and-dry Messianic prophecy - Hosea is speaking of the exodus. Rather, Matthew is saying that the whole concept of the exodus finds its fulfillment in Jesus. Jesus fulfills the idea not just the abstract predictions.
