In the book of Leviticus, Moses is primarily laying down the law of the land. He is informing the Israelites of what they should and should not do, and the consequences if they fall out of step. Particularly in Leviticus 24:19-20, we see the famous "eye for an eye" decree.
When Jesus comes on the scene, He addresses this decree. In Matthew 5:38-42, He tells us to forgive anyone who does us wrong; to show the same compassion and mercy that the Lord shows us.
It is important to note the different contexts of the two speakers. The verses in Leviticus are laws and consequences; when people break the law, it is the responsibility of the government to punish the lawbreakers. The verses in Matthew are to show us how to deal in our interpersonal relationships; we are to forgive those who sin against us.
Without laws and discipline, a society falls apart. But without forgiveness and mercy, we tear apart our friendships and families.
