The progression of Samuel's being able to discern/hear God's voice is dramatic throughout his life. Here in chapter 3 he doesn't recognize it all. Then in 1 Samuel 9:15-16 & many other Scriptures we see that the communication line between Samuel and God was smooth. This is similar to the process many of us go through in learning to discern God's voice.
