God accepts those who have faith in Him.
God accepts those who have faith in Him not those who just follow His law and obey His commandments. If all you are doing is following His law, you will not create an actual relationship with Him.
It's like taking care of a dog. You can't just always feed him and walk him and expect that to be enough. You have to give him love and compassion and care for him.
God wants us to find Him. He created us with a longing in our hearts to be loved that can only be filled by Him! The only way to find that fill is to find Him and find your Faith in Him. You cannot rely on just obeying His rules to be am automatic ticket to salvation.
But nevertheless, once you find that Faith you have to show him honor by following his rules. THEN, following his commandments will matter. Because you are doing it out of love of Christ not out of desire for salvation.
