I recently took an ethics class and we discussed capital punishment and laws, etc. I love that this verse shows that the judge who passes judgement must watch the punishment handed out. I believe that was to prevent judges from being immoral. It would be hard to sit and watch someone receive punishment if you knew they didn't do it.
